LEGISLATORS ARE PROPOSING THAT NO LICENSE IS NEEDED TO PROVIDE HAIRCUTS AND COLORING!  JUST TAKE A WEEK OR TWO OF SOME UNDEFINED “EDUCATION” INSTEAD AND THAT’S ALL THAT’S NEEDED.  WHILE INTENDED TO ONLY APPLY FOR COSMETOLOGY, IN PRACTICALITY IT WOULD ALSO IMPACT BARBERS.

This horrible proposal is being rationalized by its advocates as necessary to remove economic barriers for individuals seeking work in cosmetology.  They assert haircuts can be taught in just 80 hours, and hair coloring in only 40 hours.   No testing or licensing needed thereafter, nor providing any proof of having even taken this minimal level education. 
 
Proponents are calling this “re-regulation”.  This is blatant full de-regulation.

Certainly, no thought was ever given to those receiving services and for their well-being. Beyond a simplistic and free-wheeling educational element, the bill asks these unlicensed individuals to also take a four-hour health, safety, and infection control course once.  Likewise, this is inadequate and unenforceable should they ignore it—which also applies to the overall proposed education hours that rely on participants merely adhering to an honor system.  

Again, this legislation would allow any individual to cut or color hair without a license.  There would be no need to demonstrate having taken any education at all or passing any test, let alone even being proficient in the practice.
